Indictments Lay Out Alleged Payment Scheme

Federal indictments against three former Tampa Housing Authority employees lay out a detailed and documented schedule by which the three conspired with 10 other people to allegedly steal more than $125,000 in rent money from the Department of Housing and Urban Development.

Here's a breakdown of the alleged activity:

2004

March 10: Tampa Housing employee Carlton Miles signs up Jeffery Larkins and Joenathan Haile as Section 8 landlords.

March 15: Miles issues two checks, $3,300 to Larkins and $4,100 to Haile.

April 1: Miles issues a check for $6,725 to Haile.

May 26: Tampa Housing employee Calvin Coleman signs up Koungnum Brown as a Section 8 landlord.

June 1: Miles signs up Brian Montgomery as a Section 8 landlord.

June 15: Miles issues a check for $9,709 to Montgomery. Coleman issues two checks, $4,552 to Brown and $3,950 to Jose Oliver.

June 29: Miles signs up Jonathan Denson as a Section 8 landlord.

July 1: Coleman issues two checks, $8,244 to Kinta Starling and $7,050 to Brown.

July 15: Coleman issues a check for $4,228 to Starling.

Aug. 15: Miles issues a check for $8,596 to Larkins.

Sept. 1: Miles issues a check for $3,182 to Larkins.

Sept. 15: Miles issues two checks, $10,732 to Denson and $7,619 to Haile.

Oct. 1: Miles issues two checks, $1,458 to Denson and $10,106 to Montgomery.

Nov. 15: Coleman issues a check for $2,841 to Oliver.

2005

Jan. 1: Coleman issues a check for $5,715 to Starling.

Feb. 1: Coleman issues two checks, $3,847 to Mary Barker and $6,420 to Adrian Mosley.

Feb. 15: Coleman issues a check for $8,021 to William Reeves.

March 15: Coleman issues a check for $5,467 to Reeves.
