Tampa Man Charged With Having Destructive Device

A bomb technician cleared Scott Darren Overbeck's bedroom Tuesday and put on protective gear before examining a homemade destructive device and dismantling it, Hillsborough County deputies say.

"The weapon could have done serious damage to an individual in the same room with it had it gone off." sheriff's spokeswoman Debbie Carter said.

Deputies found the device attached to the Tampa man's headboard while searching his home Tuesday, deputies say.

Overbeck, 43, had a roughly 2-inch aerial mortar with shotgun ammunition secured to the exterior, a criminal arrest affidavit states. The device had a fuse.

Overbeck was arrested Tuesday at his home.

It wasn't immediately clear why he had the device, Carter said.

Deputies used a search warrant Tuesday and found miscellaneous crack paraphernalia and a shotgun shell in his living room, .22-caliber ammunition and his passport in the garage and less than 20 grams of marijuana in his dining room.

He was charged with making-possessing a destructive device, cocaine possession and marijuana possession.

He also was arrested on warrants for failure to appear for obstruction of an officer with violence, cocaine possession and third-degree grand theft, according to the arrest affidavit.

Overbeck was taken to Orient Road Jail. Bail had not been set.

Another person in Overbeck's home, 43-year-old Grace Toro, also was arrested. Deputies found two prescription drugs in her purse on a living room table, and she didn't have prescriptions for the drugs, Carter said.

Toro's address was not known.

It wasn't immediately clear what her relationship is to Overbeck, Carter said.

Facing two misdemeanor counts of possession of drugs without a prescription, she remained in Orient Road Jail on Tuesday. Her bail was set at $1,000.
