TALLAHASSEE - Florida A&M fired Coach Rubin Carter and his entire staff Tuesday after the Rattlers posted a 3-8 record this season, including a 34-7 loss to rival Bethune-Cookman in the season finale.

Florida A&M President James Ammons announced Carter's firing and also said Athletic Director Nelson Townsend resigned Tuesday. Ammons said he hoped to fill both jobs by the end of this year.

"We want to move in a new direction with the athletics program," Ammons said. "You have to win.

"The football program is the economic engine that drives the athletic program. It is the money generator."

Ammons said the university was naming Allen Bogan, a former Florida A&M assistant football coach, as interim athletic director. Bogan was one of five assistants who resigned in 2005 in the wake of sanctions from the Mid-Eastern Athletic Conference for 196 NCAA rules violations.

Carter was 16-17 in three seasons at the school and had two years remaining on his original contract.

BCS CHANGE: The Bowl Championship Series will expand the pool of teams eligible for at-large bids if it is faced with a shortage of qualified teams when the season ends.

BCS rules state a team must have at least nine victories and finish in the top 14 of the standings to qualify for an at-large bid to one of the five marquee games. But because no conference can have more than two teams in the BCS, officials faced the possibility of not having enough eligible teams to fill the 10 spots.

The BCS announced that if fewer than 10 of the top 14 teams are eligible for an at-large bid, the standard will extend to the top 18. If enough teams are still not available, the standard would be pushed back four spots until the pool can fill the bowls.
