Imagine cars speeding through your neighborhood at speeds well in excess of the posted limit - right past your front yard. You stand alongside the road and plead with them to slow down for fear they will hit a child running into the street after a ball, and what you get back is a fist or finger waved in the air along with the shout for you to mind your own business.
Well, that was the scenario throughout south Tampa, and something had to be done. The decision was made to install speed bumps to force people to slow down. They did, in fact, reduce the average speed along a given road, but the original speeders continue to speed. I've watched them race between bumps and even go over them at much greater than the recommended speed. In essence the speed bumps have failed.
For the faults of a few we have punished the masses with speed bumps that must be negotiated each and every day. I would have preferred increased fines for speeding with repeat offenders losing their license. Too often we punish everyone for the wrongs of a few.
