TAMPA - A city traffic technician was arrested Monday in what police said was his third DUI offense. He was driving a city vehicle, an arrest report said.
Tampa police said Kenan Glenn Brown, 43, was driving north on MacDill Avenue at 10:32 p.m. and turned right to go east on Kennedy Boulevard. Officers stopped him at Howard Avenue after he made an excessively wide turn and had difficulty staying within his lane, the report said.
Police said Brown smelled of alcohol, had bloodshot eyes and slurred speech. He couldn't stand on his own and refused to perform field sobriety tests or provide a breath sample for testing, the report said.
On Tuesday, city traffic engineer Debbie Herrington said Brown does not have permission to drive a city vehicle off-duty. She was not aware of any traffic studies he could have been performing that night.
Brown was hired in December 1990 and earns $55,619 annually, records show. He posted $2,500 bail Tuesday morning and was released from Orient Road Jail.
State law elevates a charge of driving under the influence from a misdemeanor to a third-degree felony upon the third offense.
This was the second time Brown refused to submit to a breath test. He also was charged with a first-degree misdemeanor, according to jail records. His two other DUI arrests were in 2000 and 1989, police said.
Florida Department of Law Enforcement and Hillsborough County court records give no indication of the disposition of those cases.
Brown has been suspended from his job without pay while the city conducts its own investigation into the allegations against him, director of Public Works Irvin Lee said.
