It has been a tough year for many in the public sector as they have had to reduce spending in light of state-mandated budget cuts.
In some cases, pay increases were approved before the state Legislature imposed property tax reform. In other cases, the salaries of public officials aren't paid with property tax dollars.
Many unions ratified contracts detailing pay raises several years ago, before the property tax outcry. Other contracts - such as those for Tampa firefighters and Hillsborough County employees - are under negotiation. Union negotiators might have a tough time winning big pay increases in the current financial climate.

PAM IORIO
Title: Mayor of Tampa
Current salary: $150,000
Previous salary: $135,000
Details: Last year, Iorio proposed raising the mayor's salary 11 percent. The city council approved the increase, which took effect April 1. Iorio said at the time that mayoral salaries generally are raised every eight years, so the timing was right. Because of budget cuts, Iorio will not take the cost-of-living increase next year that is normally given.
PAT BEAN
Title: Hillsborough County administrator
Current salary: $211,786
Previous salary: $201,593
Details: Last year, the Hillsborough County Commission approved a 2.5 percent merit increase and a 2.5 percent cost-of-living increase for the county administrator. Bean's contract includes a provision that says she will receive the same cost-of-living increase as other executive managers. Bean isn't due for her next evaluation until November.
JUDY GENSHAFT
Title: President of the University of South Florida
Current salary: $395,000
Previous salary: $370,641
Details: In addition to her base salary, Genshaft receives bonuses and perks that bring her total compensation package to $643,000, up from $486,000 the previous year, a 32 percent increase. Of that, $225,000 is paid with public money, with the remainder coming from private sources.
MARYELLEN ELIA
Title: Superintendent of the Hillsborough County school district
Current salary: $252,913
Previous salary: $236,500
Details: Elia also receives bonuses, mostly based on student achievement. Last year, with a $48,240 bonus, Elia brought home $284,740. Her bonus this year hasn't been calculated yet.
LOUIS MILLER
Title: Director of Tampa International Airport
Current salary: $247,116
Previous salary: $237,619
Details: The Hillsborough County Aviation Authority approved a 4 percent raise for Miller in July.
HENRY SAAVEDRA
Title: Director of the Tampa Sports Authority
Current salary: $205,000
Previous salary: $200,000
Details: The Tampa Sports Authority board recently approved Saavedra's 2.5 percent pay increase.
RICHARD WAINIO
Title: Director of the Tampa Port Authority
Current salary: $229,465
Previous salary: $221,707
Details: Wainio received a market equity adjustment Jan. 1. He is eligible for a merit increase Oct. 1.
RANK-AND-FILE
These are the most recent average raises among rank-and-file workers:
Hillsborough teachers: 8 percent
Tampa police: 4.5 percent
Typical city worker: 3.5 percent for cost of living, plus 2 percent to 3 percent for merit
Sheriff's deputies: 4 percent is on the table for negotiation
