He was a member of the Army's 401st Military Police Company, 92nd Military Police Battalion, 89th Military Police Brigade, which is stationed in Fort Hood, Texas.
Bobb ran track and played football at Riverview, according to a written statement from the county.
His mother, Paula Bobb-Miles, arrived in Tampa from Texas on Tuesday afternoon. She will receive a Fallen Soldier award at 9 a.m. at the start of the regularly scheduled commission meeting.
A Texas lawmaker helped pay for Bobb-Miles' trip to Tampa, where she will see the county's memorial to slain soldiers that now includes her son's name. The memorial is in Joe Chillura Courthouse Square, which is across the street from the Fred B. Karl County Center, 601 E. Kennedy Blvd.
Since July 2003, county commissioners have honored the families of 26 troops killed in Iraq or Afghanistan.
