TAMPA - Police arrested a Lakeland man early this morning on charges that he punched a police horse in the rear end.

Carl Coward
It should be no surprise the incident occurred about 3:15 a.m. in Ybor City.
The Tampa Police Department report said the officer and horse were clearing the street and sidewalks in the 19th Street area of Seventh Avenue.
Carl Coward, 24, of 111 Hodges Road, Lakeland, balled his fist and punched the horse in the right rear hip area, the report states.
Coward was charged with battery of a law enforcement animal and is being held at the Orient Road Jail on $500 bond, jail records show.
The report does not indicate whether the horse suffered any serious injury.

i punched a horse in the rear end back in '49 in a field just outside of Luxembourg. that SOB kicked me square in the ribs, broke 4 of 'em. i got up, punched it in the face and i'll be darned if it didn't spin around and kick me again. i was drunk so i figured i could wrestle it to the ground if i got low but that thing would not have it. i spent 20 minutes trying to take that sucker down and it cost me 3 teeth and a swollen private area for 2 months. lesson learned: if you're gonna wrestle a horse to the ground you better have a few beers in ya.

jviars, I think you misread the article. They are not considering the animal an actual officer. However, it is an animal and that is animal abuse. Also, it's a trained animal that serves and protects. Even if they did charge the guy with abuse of an officer, who cares, he is an idiot! jviars a police animal such as a horse is not considered a police officer. They are covered under a seperate statute which covers injury or battery on a police animal. Do you condone this horse being punched? Do you own animals and do you condone them being punched? Police animals have to have special protection lest they be subject of attack at anytime. Use your head, pal, it might enlighten you.

The question gets asked often: Why does someone seemingly ask to get arrested? I firmly believe the answer is that they want to be in jail for some mental reason be it conscious or subconscious.
It has been said that to be arrested is a 'right of passage' for some gang membership. And many that have a long rap sheet demonstrate an inability to function outside incarceration and are subliminally drawn to the 'comfort zone' that a jail offers to that certain segment of society.

sounds like he was drunk! How would you guess that, 330 am in Ybor??? He is lucky the horse didnt kick back but then the horse is smarter and better trained. What a total idiot but the picture speaks for itself. As for punishment forget the fine but make him work in the stables cleaning up and caring for the horses and ill bet he gets a new appreciation and respect for the animals. Jail and fines are not always the answer to everything. A little community service will do him and the community some good.

Drunkeness does not excuse law-breaking,even in Ybor City. Well trained horse: didn't kick back! Expensive police animals---dogs & horses---are part of law enforcement & are to be respected. Well said petagirl. My daughter owns a horse and I can tell you this idiot is lucky all he got was fined because any other not so well trained horse wouldve kicked his a$$ into next week. Police animals whether it is a horse or a dog have the same job as the human officer & they should be given the same respect or perhaps more because they are "just an animal".

I see that the young man has never had any run in with the law before and I have heard more than one young person say that the horses in Ybor sometimes get too close to pedistrians. It's acutally dangerous.
I hope he is able to beat this case and not have this on his record.

The officers on their horses were clearing the streets! Call me weird, but I will never be close enough to a police horse under any circumstances to get stepped on. If an officer says "leave" I'm gone. Maybe Coward (Mr) didn't think he needed to leave.
Everybody has an attitude nowadays. I'm pleased he went to jail and I couldn't care less about the color of his skin. Why can't we have a discussion on this board without the race card?!?!?!

Now, just to clarify things your statement "it was an accident," contradicted your explanation of the backing up and slapping motion. You said he swung around and slapped. In no way shape or form is slapping, punching, and hitting of any kind an accident. It is a bad decision/reaction to being bumped into, or punched, or hit etc. I am a behavior specialist and I am constantly hearing from kids that have hit someone "it was an accident." Well guess what, that isn't possible. When you trip and bump into someone that would be an example of an accident. If you drop a dish on the floor, that is an accident. If you hurt someone because you slipped, that is an example of an accident. However, when you react to something, with or without thinking it is not an accident, it is a conscious decision. For those who say I wasn't thinking, it just happened, it was a reflex, which is called poor self-control. The proper reaction that is acceptable to something like a horse backing into you is to back away further, to block yourself, to protect yourself. That is a normal, acceptable reaction. For those people that react with force, and not defense, lack of self-control. So perhaps your friend needs a class, and you should join him, since you think his "reaction" was acceptable.
BTW: I don't care what race, religion, or sex is, violence of any level is NOT okay.

Not trying to defend anyone here (or offend), but the earlier posting did say the the horse was on his foot...and I feel like if it was me..and a horse was on my foot...my reaction would be to slap the horse to get him off my foot too....not as a bad reaction, but as an automatic defense reaction.

you can't have it both ways...if the horse (which is pretty large not to notice, don't you think?)bumped him or even stepped on his foot, that does not give him the "right" to slap, punch, hit or otherwise touch the horse. what if it was a young child who bumped into him, should he slap the child for accidentally doing that? get some anger management therapy, and realize that people dont hate you because of your color, they hate you because you are an idiot

pleromayahweh...i totally agree with you and all the racist crap that goes on in this world. The sad thing is that it will never end. I cant stand when i hear people saying the word ni**a. Whether it's a white person saying it to a black person OR when its a black person saying it to a black person! I am white and i find it just as degrading to hear a black person saying that word. I never could understand why black people think it's ok for them to say it but not white people. It should be wrong for any person to say it. It's a horrible word and it shouldnt be said by anyone! And the racism NEEDS to stop! Racism on ALL because black people can be just as racist as white people. We all should just accept everyone and the world would be so much better!
