TAMPA - When teacher Stephanie Ragusa was having sex with a Davidsen Middle School student last year, she became intimate with a second student, investigators said Tuesday.

Ragusa, 28, was arrested again Tuesday, accused of having a sexual relationship with another Davidsen student when the boy was 15, the Hillsborough County Sheriff's Office said.
She was first arrested March 13, charged with five counts of lewd and lascivious battery. Investigators accused her of having sex at least three times with a then 14-year-old boy from January 2007 to May 2007.
On Tuesday, Ragusa was further charged with two counts of sex with a minor and one count of lewd and lascivious battery stemming from her relationship with the 15-year-old, sheriff's spokeswoman Debbie Carter said.
Ragusa last contacted the boy March 10, when she sent him text messages and they agreed to meet at her home, 15324 Lake Bella Vista Drive, Carter said. She said investigators seized Ragusa's cell phone on a search warrant after her first arrest and found the messages.
That's how the sheriff's office identified the second teen, Carter said. She added that "there could potentially be other victims."
Ragusa was released Tuesday night from Orient Road Jail on $22,500 bail.
She remains suspended without pay pending a vote by the Hillsborough County School Board, district spokesman Steve Hegarty said.
He added that he was at a meeting Tuesday with district officials to discuss the recent arrests of teachers accused of having sex with students. Then officials heard the news of Ragusa's arrest about 6 p.m.
"It's shocking — again," Hegarty said. "But she's out of the classroom and she's not being paid."
The victim was a student in Ragusa's math class at Davidsen Middle School in Town 'N Country, Carter said. She was also his tutor.
Ragusa and the teen's relationship started Feb. 15, 2007, when they had sex at Ragusa's former home on Fox Terrier Court in Tampa, investigators said. From then until March 10 this year — three days before Ragusa's first arrest — she and the teen had sex more than 20 times, Carter said.
Ragusa also is accused of buying the teen alcohol during their relationship, investigators said.
The teen identified Ragusa by describing her tattoos, which could only be seen if she was undressed, Carter said.
The two teens are not being identified because they are considered victims of sex crimes.
Before her second arrest, Ragusa had been free on $12,500 bail since March 18.
She started working for the school district in 2006 at Madison Middle School in South Tampa, then voluntarily transferred midyear to Davidsen. Most recently, Ragusa was a math teacher at Martinez Middle School in Lutz.

I am sure that technically, these kids are victims. But I doubt whether these boys consider themselves "victims". If you asked them, I'll bet they consider themselves "lucky". I'm sure if you asked their friends, they may even be described as 'heroes'. If they felt as if they were victims, they would not have had sex with their teacher "20 times".

Underage boys who have sex with older men: raped.
Underaged girls who have sex with older men: raped.
Underaged girls who have sex with older women: raped.
Underaged boys who have sex with older women: "lucky", "heroes", "studs".
It doesn't matter the scenario, or if the underage age person was "consenting", it's still rape, abuse of power, and detrimental to the child.

Hfelsh- i agree with you. Thanks Deb. Now our teachers think that they will only get community service and some house arrest. And if they are good (to an extent meaning they could have 1 slip up during house arrest) they can get off house arrest and convert the time to probation. Not much of a penalty if you ask me.
They need to make harsher penalties to deter these sickos from even thinking about doing these horrible crimes to our kids

I can only hope they are piling on the charges to make an example out of her and those who follow or have followed in her path. You have sex with a child, irregardless of gender, you are going to prison. As for Ms Lafave, let’s just hope that type of sentence NEVER happens again. To all of you who wish you had a teacher like this when you were in school, I wish you had been able to have one also. I will not wish it on your children though.
I thank my God every day now for the descent, upstanding, ethical teachers that taught me through my 12 years of schooling, and the professors that taught me in college. I was there was a purpose.
My sexual education came from my parents and from my husband and that is where it is supposed to be taught. At least if I had been a teacher my husband would not have to be slapped in the face with the fact that his wife was having illegal sex with minors.
This place for posting comments has an agreement that you are supposed to follow, and all of these vulgar replies are not following those guidelines. 14 Years old in Middle school is normal IKARUGA. A freshman is typically going to be about 15 a sophmore about 16 a junior about 17 and a senior about 18 pretty close to those ages....

I hate to tell you, but the part that counts is physically mature. What is the difference if he was having sex with a 14-15 year old girl or a 28 year old teacher? And don't tell me 14-15 year old kids aren't having sex. The only difference is the age.
Now if she was giving him favorable treatment over other students in class, then that is a problem. There is no rape going on. Did she threaten him physically or in any other way if he didn't perform. If not, it was consensual sex on the part of both parties. 14-15 year old boys and girls know enough about sex to give consent. No one is tricking them into something they would not normally do.
What has happened is the world has changed. 14-15 year old kids are not the young innocent kids of years gone by. This goes for girls as well as boys. The genie, (Read:SEX) is out of the bottle and no matter how hard you try, can't be put back in.

I see an awful lot of people mentioning background checks. One would think this is standard. But what happens when they do a back ground check and it comes back clean because maybe by some chance the teacher hasnt committed a crime yet. Im in no way sticking up for the teachers but It seems to me that some people think that if a background check had been done this could have been prevented. There is always a first time for everything

No. We are talking about sex, not a relationship that would include getting married and raising a family. There are 14-15 year old girls who look over 18 and 14-15 year old boys who look like they are of age. If you doubt me, just go to one of the local malls and take a look at the kids that are there. In a lot of cases, I defy you to tell me how old these kids really are. You can blame it on genetics and you can blame it on parents who let their kids alter their appearance with clothes and makeup so they appear older. Boys have beards and moustaches.
So if we base this strictly on sexual attraction, it is within the possibility that an older person could be attracted to a younger person no matter what the sex.

I agree with mikiec. Many people in their early teens are very well developed sexually. Sex talk among middle schoolers is common. There are some who believe sexual activity is also common.
Remember "friends with benefits"?
As far a the a 28 year old having sex with a 14 year old.... it is against the law. Even if the "adult" isn't more emotionally or mentally mature than the teen, the law presumes he/she should be. Thus the "adult" is charged, not the teen.
In reality, many teens are just as culpable as the adults they are with.

I am 49 and I remember when I was 14 and the young girls bending over the male math teachers desk ( exposing their assets ) batting thier eyes at the theacher asking that math question. By the way, BOTH the Hillsborough County School Board AND the Florida Department of Education run "level 2" background screenings on all teachers. Ragusa cleared both or else she wouldn't have a) been allowed to even interview at schools, nor b) been issued a teaching certificate. And I'm sorry to say guys, but that decision was TOTALLY JUST in that she has no prior convictions, and even further, both her cases were dismissed early on in the criminal process. So are we to say that there are major failings in both the Hills. Co. School System, the FL Dept. of Ed., and Hills. and Pasco Co. court systems? Let's face it, she passed all of our societies' systems of "checks and balances" to gain empolyment in her field. Let the debate go!

I had crushes on teachers when I was that age too. But the teachers are not supposed to act on that. I have NEVER said that the boys were "raped" or affected in a negative way. But so far some of the posters here are making it sound like she didn't do anything wrong due to the fact that the boys wanted it. Everyone has skirted around what I am trying to get out of them, and that is "Do you think it is wrong for a 28yr old woman to have sex with a 14yr old kid?"

Regardless of whether or not the boy was having a good time with his teacher, it's still unlawful for an adult to have sex with a minor. PERIOD.
Personally, I feel that people who are employed in positions that are meant to mentor and protect our children should be held to a higher standard than others and suffer tougher consequences. If you're a school resource officer, teacher, etc you should be there to help guide students in the right direction... not sleep with them.

The difference between children and adults is that adults are deemed to have the maturity and development to be fully responsible for their actions. Children are not. I think that pretty much explains why some of the commentators just don't get that some things that people might enjoy are still WRONG, in every sense of the word. To condone sex with minors, regardless of the sex of the adult or the apparent willing participation of the child, is just an incredibly immature way of thinking. By the way, everyone is just ASSUMING that the boys enjoyed this or had the ability to not be taken advantage of here. It is entirely possible that they were not comfortable with it; that they felt pressured, guilty and out of control of their lives. Maybe they felt they could not tell anyone because they were ashamed or scared. Most 14 year olds are pretty insecure, and many ADULTS involved in sexual relationships with bosses, or married people, etc. have a very difficult time dealing with the feelings. But I guess none of that matters if you think it's OK to just bag any kid that comes along.

BigShow: Something may be off with the story reporters are giving. Some reports say her house, some say the boy's. Tony Irvin is not on trial. What ever happened to the teacher from Freedom High School - Mary Jo Spack? It seems this teacher is constantly mentioned in the news but parents of students at Freedom HS would like to know what is going on with the teacher there. We don't seem to be getting any news. Also, why do these teachers get suspended with pay? Why don't they get suspended without pay and then if found not guilty give them the money due them.
