TAMPA Prosecutors are trying to keep teacher Stephanie Ragusa behind bars until she stands trial on charges including unlawful sexual activity with minors.
Ragusa, 29, appeared in court Tuesday morning for a hearing on whether she should be released on bail. The hearing was delayed until Friday so her attorney has time to prepare.
She was arrested Monday for the third time in six weeks in connection with allegations she had sex with two high school boys. This time, a sheriff's detective spotted her coming out of a student's house and learned they had just had sex again, according to an arrest report.
Ragusa, already out on bail at the time of the Monday incident, violated two terms of her release, said Assistant State Attorney Pam Bondi: She contacted the victim and she was arrested on a new charge.
"Even just speaking to him would cause a violation," Bondi said.
If Ragusa is not allowed to post bail, she might be looking at months in jail before trial. Similar cases in Hillsborough County took up to two years before charges were resolved.
On Monday, investigators said Ragusa continued having sex with a student from the time she first was arrested March 13 until she was arrested at his house Monday. The student now is 16.
In court documents, Hillsborough County Sheriff's investigators gave this account of the events leading up to the Monday arrest:
The student contacted a sheriff's detective April 16 to say he and Ragusa were staying in touch through text messages and had had sex as recently as the night of April 5.
A 17-year-old male friend of the student was with them that night and told investigators Ragusa had called the two of them by phone, asking that they pick her up at a Circle K convenience store at Ehrlich and Hutchison roads in Tampa.
The friend, who drove them there in his sport utility vehicle, said Ragusa appeared to be drunk.
Ragusa and the student were in the back seat while the friend drove. The friend said he saw them kissing and saw Ragusa with her hand down the front of the student's pants.
The friend drove back to the student's house. Ragusa and the student went to the student's room and had sex while the friend was in the living room, the 17-year-old told investigators.
The student provided investigators love notes and gifts he said he received from Ragusa "as well as a last will and testament which was handwritten and signed by the defendant," according to the documents.
Ragusa was arrested a second time April 15 and a third time about 1 p.m. Monday after sheriff's Detective Travis Valles saw her walking out of the student's house.
After Ragusa noticed the investigator's vehicle parked outside, she ran to the student's front door. Valles ordered her not to go inside.
The teen later told the investigator that Ragusa had come to his home about noon and started talking about the criminal case and that he and Ragusa later went to his bedroom.
The friend of the student was with them again Monday. The friend said Ragusa and the student walked to a bedroom and he heard sounds that led him to believe they were having sex.
He told investigators he saw Ragusa and the student kissing after they returned from the bedroom and he recorded it on his cell phone. Investigators have the cell phone video.
The friend's stepfather, in an interview at the family's home this morning, said he would have no comment on the case. The man said he was upset that his stepson was identified in court documents and has complained to the state attorney's office.
Valles came to the teenager's home Monday to speak to him as part of a follow-up investigation, and Valles just happened to see Ragusa there, sheriff's spokeswoman Debbie Carter said.
The Tribune isn't naming the student or his friend to avoid identifying a possible sex crime victim.

It is clear that the police are not happy with the teacher's ability to smile through this all. Seems like they are now retaliating any and everyway they can. While I realize what she has done is illegal, I question in this situation if there is truly a victim. These teen age boys participated willingly and apparently often. I can assure you that most teen age boys would. Perhaps it is time we took a look at the law and see if changes are due.

gina1108, I understand and respect your opinion. I am not condoning rape of any child. Rapist of children in my opinion should be eligible for execution. Again, I also realize she has broken the law and as such should be punished accordingly. However, I think there should be a look at the fact that teenagers these days are not children when and if they chose to act as adults. Just because they are under 18 should not relieve them of all responsibility for their actions. Perhaps all party's should be punished in some fashion. Then all parties involved would think about the consequences of their actions before acting.

My Niece is a student in the last school Ragusa taught at before her first arrest. To quote my niece, "she is gross". Also, keep in mind that the last 2 arrests were for crimes she committed before her first arrest...we don't know that she was still behaving the same way after the 1st arrest.
Still, if she needed sex that bad, I'm sure she would have been able to get it at any of the adult meat market bars in Tampa without much trouble...and without violating her fiduciary
responsibilities as a teacher. I guess the only problem in that theory is she wouldn't have been in charge of the interaction as a floozy in a bar vs. a teacher taking advantage of a student. Ron and Ron would have had a Field Day with this one... Nice girl, Nice family...she a...(you fill in the rest)!

But what some people fail to understand is that it's not NORMAL for a woman of her age to be attracted to a boy that young. This woman was out on bail for a felony. She got caught doing it again today. She is going to jail for a very long time. She WILL be sentenced to prison. Of this, I have no doubt. Judges don't like it when you take advantage of them. It's kinda hard to deny the charges when the cops walk in on you doin' the deed with a child. If Ragusa was a male Catholic priest, or any denomination male pastor, we would not be talking consensual.
Truth be, the arise of child sexual battery became an issue because male children, including 15 y.o. males were being raped by Catholic priests. Male authority sexual activity with 15 y.o. females was a non-issue for decades, let alone other female minors of any non-consensual age. America became concerned about child rape and molestation when their non-consensual boys were being raped, even if they were 15 years old, when most turned their backs to the same rape of female children, 15 and under, for decades.
Why do some of you have the attitude that a boy cannot be raped or sexually violated if it is by a female teacher, but can be by a Catholic priest?
Some of you get it, but the rest of you need to have your ethics checked. My guess is that rape is all right down the street, but not in your back yard.
If I were to live in your reasoning, and one of your children were raped by a Catholic priest, I should say, yahoo! who doesn't want to have hot sex with a powerful and godly man, or hot and sexy teacher, or manly man mechanic, or sexy soda-pushing store clerk, or beefy burger flippin' babe at Mc's and your child's or any child's life will only be better for the experience.
Some of you need to check yourselves. There is nothing funny about this teacher finding another child to have sex with, when she is on bail for the rape of two others.

I, even being blond, as a teacher knew what was appropriate and not but for your information I was hit on by 16-18 yr old males that were my child's age! It scared me to the point I did not want to be in my classroom alone for fear they might show up and they would try something inappropriate. HONDO1 is 100% CORRECT HERE. Most of us discussed this the first time around. What she did was wrong, and she should be prosecuted, but let's not go overboard here. Like the boys she slept with are going to have lifelong psychological problems. Sorry, it doesnt work that way with teenage boys. Apparently Hillsborough County School District spokesman Steve Hegarty and a number of other commentors to this article are above the law. Correct me if I'm wrong, but isn't our judicial system based on innocent until proven guilty? It's a very big leap from "arrested" to "convicted." For Hegarty and others, such a leap is unnecessary. To be found guilty, all it takes for Hegarty and friends is an arrest and media story. Hmmm, think we could arrest Hegarty on something? How 'bout the commentors who appear to support public hanging, regardless of crime, without a trial?

Nice move ! Not sure it will work though. Now her lawyer will ask for a mental evaluation and it will be determined that she is not capable to stand trial. The on;y question is, will a judge buy it ! I'm not falling for this one. First two times were criminal acts even if consentual. This time its a manuver. Before she was a criminal, now she's suffering from an addiction and needs help. She's looking to go from a prison sentence to a treatment program in a hospital. I'd guess that goofy smile has something to do with it too. Lets see how the next act opens?

Is there no one else in the world this woman can hook up with except young inexperienced boys. What is wrong with this picture? Is she that desperate? And WHERE are the parents of these boys? I mean they have to know she is their teacher, can't they keep their sons away from her? How is this done SO easily? Why was she at this young man's house, with the police close enough to arrest her as shes leaves, and yet in there long enough to have sex. I realize that with a boy that age, it had to be a super quicky, but even so. How does this keep happening? AND SHE HAS A BOYFRIEND?

When I was a junior in high school waaaaaaaaaaaaaaaaaaaaaay back in the 70's, I was lucky enough to "have a relationship" with my 35 year old bookkeeping/typing teacher. Her husband was in the service & she was alone & lonely.
We "saw" each other at least once a week for over a year starting when I was 16.
She was my first love & I would have married her if it had been possible.
I don't consider myself her victim, it was an experience any 16 year old boy would welcome.
I saw her for the last time at my 10 yr. reunion, she was with her husband who by then was a bird Colonel in the Marine Corps. I hugged her and shook her husband's hand.
She came up to me later on in the evening and apologized for what had happened between us all those years ago and I told her I wouldn't change it for the world.

These situations are now obviously a Parent / Teacher / Child problem going on. This is no longer a School / Teacher / Child problem. There is some child culpability involved here which is being overlooked. These kids are giving each other oral sex in middle school and teachers are not involved. To all those people who seem to be perplexed by the "criminal" aspect of this situation, let me remind you she has also molested a 14 yo! This woman has serious mental issues, no different than the pervert who is downloading kiddie porn. She needs to be stopped forcibly, because she obviously will not stop of her own volition.
BTW, most 14-16 yo's will also try alcohol if you let them, yet it is still criminal. I would venture to say if we allowed anything a 14 or 16 yo would be willing to participate in, to be our barometer of what is considered legal, it would be a sad world. Hopefully she has to serve jail time. But something tells me that she is almost doing this on purpose. Now she can plead insanity- or mentally unstable. She wont go to prison, just end up getting treatment and then the same punishment that Debbie Beasley (LaFave) got. House arrest and probation.
