There is a frightening habit among the Bay area's drivers: A large majority isn't turning on their headlights in rainy weather. I've noticed that this has become more of the rule rather than the exception over the last five to 10 years.
Florida Statute 316.217(1) (b) requires that operators of motor vehicles turn their headlights on during rain in Florida. I think it's a shame that people need to be reminded of this. These drivers become virtually invisible to other drivers during a heavy downpour without their lights on, especially in the summertime. They might as well be driving at night without them on as well.
I drive about 70 miles a day back and forth to work, and I estimate that about 75 percent of the drivers on the road the other day during a rainstorm didn't have their lights on. What a scary situation.
