TAMPA - The head of the city's risk management division resigned Sunday, one day after the Tribune wrote about his workers' complaints against him.

In a handwritten letter, Bill Cody said his resignation was effective immediately. He could not be reached for comment Monday.

Several workers in the city's risk management division filed a formal complaint against their boss on Friday, accusing him of threatening and intimidating his employees. Cody told the Tribune on Friday he had apologized to his employees and was seeking counseling through the Employee Assistance Program.

Cody made about $89,000 annually with the city. He was hired in July after leaving a job in College Station, Texas, in February 2007.

Employees said Cody had threatened to "blow us all up" if he were fired. Employees also said Cody made repeated drug references and had grabbed his crotch when talking to employees. Human Resources Director Kimberly Crum said Cody had been reprimanded, counseled and referred to the Employee Assistance Program.

Crum said she met with Cody on Sunday, and he offered his resignation. She would not say whether she asked him to resign, saying she does not discuss personnel issues.

Letters in Cody's College Station personnel file indicate his boss there had problems with him as well.

Tampa officials did not review his personnel file.
