TAMPA - A couple from East Tampa were jailed after deputies found three small children living in a house without power or food and with dog waste covering the floor, Hillsborough County sheriff's spokeswoman Debbie Carter said.

Deputies responded Monday afternoon to an anonymous complaint concerning 6915 E. Dr. Martin Luther King Blvd., Carter said.
Deputies found a 4-year-old boy, a 2-year-old boy and an 11-month-old girl inside the house, which was "extremely unsanitary," Carter said.
Also inside were four caged birds and several loose pets, she said.
The children were placed with the sheriff's child protective investigations division.
David McIver, 22, and Naomi McIver, 21, were charged with child neglect — a third-degree felony — and held at Orient Road Jail with bail set at $1,000.
Naomi McIver's mother, Donna Diaz, told News Channel 8 that the family had just moved in to the house a month ago and didn't have enough money for the electricity deposit.
The power was shut off Thursday, she said.
The family stayed with relatives for several days. While away, thieves tried to break in to the house, she said. Donna Diaz said she placed her dogs inside the house for protection.
"I have expensive stuff and I don't want it to be stolen," she said.
