TAMPA - Police say Joseph Skillman was walking on Adamo Drive near 39th Street with a plastic cage and cardboard sign requesting money on Monday afternoon. Police say he was trespassing and panhandling on property that is owned by the Florida Department of Transportation, so officers approached him.
According to a Tampa Police Department affidavit:
Skillman, a 32-year-old homeless man, resisted the officers and had to be restrained until additional police could come and assist in placing him in a patrol car. At this point, the officers found that inside Skillman's cage was a small kitten that had no food or water and was covered in feces and urine.
Police called Animal Services to come take the animal and give it proper care and medical treatment.
Skillman was charged with trespassing, resisting an officer without violence and unlawful confinement of an animal. He is being held at the Orient Road Jail, and his bail is set at $2,000.
