Police Arrest Five People On Lewd And Lascivious Charges

TAMPA - Continuing a crackdown on adult businesses in Drew Park, police last night arrested five people on charges of lewd and lascivious behavior and exposure of sexual organs, records show.

The arrests were made shortly after 11:30 p.m. at two businesses, The Playhouse adult theater at 4421 N. Hubert Ave. and Buddy's Adult Video, 4322 W. Crest Ave., records show.

Arrested were Freddie R. Tabor, 54, of Leesburg; Wesley G. Spring, 61, of Leesburg; David B. Lloyd, 51, of Tampa; Ralph J. Burkholder, 67, of Lutz; and Guillermo Salazar, 39, of Miami, arrest records show.

According to criminal report affidavits, undercover officers saw the men exposing themselves and masturbating, in some cases in front of other people. All were released from Orient Road Jail today after posting bail ranging from $250 to $1,750, records show.

The arrests are part of a crackdown requested by residents and other business owners in Drew Park, said police spokeswoman Andrea Davis.

Last month, Robert Linger, 49, the vice president and general manager of WTVT, Channel 13, was arrested under the same charges after police said they found him and five other men masturbating at a business, Fantasy Land, 4715 N. Lois Ave.

Linger was replaced as general manager this week, but will remain with the Fox network, a company spokeswoman said.

The Tampa City Council in May approved the use of $132,714 for the crackdown, paid for through tax-increment financing from the Drew Park Community Redevelopment Area, Davis said.

Tax-increment financing is the funding mechanism in Tampa's nine Community Redevelopment Areas that funnels tax dollars from each area back into that area for improvements.

The crackdown is expected to last for several more months, according to the Drew Park Strategic Action Plan.
