TAMPA - Bandi weighs about 40 pounds, has heartworms and is emaciated, say investigators, who think the dog might be part St. Bernard.
The animal's owner, 48-year-old Thomas Crowe of Tampa, was arrested at 6:40 p.m. Tuesday.
He was charged with cruelty to animals.
"He is not a young dog, but still, to be treated like that is just inexcusable," said Sgt. Pam Perry of Hillsborough County Animal Services.
Crowe told investigators that Bandi is 15, but Animal Services' records show the dog is 11, Perry said.
The dog likely will be euthanized, she said.
Crowe's bail was set at $2,000. He has been released.
