TAMPA - A man who police say fatally shot another man Saturday outside a birthday party surrendered today on a second-degree murder charge.

David Rolon, 41, surrendered at Tampa police headquarters shortly before 3:30 p.m. and was to be booked into Orient Road Jail, police said. Rolon had been sought in the shooting death of his neighbor, Mario Robinson, 28, police said.
According to police, Rolon and Robinson argued after a guest for Rolon's birthday party parked on Robinson's lawn in the 700 block of East Wood Street. The argument turned physical, and Rolon shot Robinson in the chest, police said. Robinson died at Tampa General Hospital.
