School Board Members Want A Closer Look At Teacher-Student Sex Issue

TAMPA - A Hillsborough County school board official said she plans to hold an emergency meeting to figure out whether there are ways to prevent hiring teachers who might have a propensity to have sex with their students.

As police investigations continue into two teachers accused of having sex with students, the board's chairwoman, Jennifer Faliero, said today that she is calling an emergency board meeting. No date has been set.

The meeting will address the status of the teacher arrested Thursday, but also will discuss larger issues. With two teachers arrested seven days apart for having sex with students, Faliero said, officials need to figure out whether there is something they are missing.

She said she will invite members of the teachers union, representatives for the schools' staff and Hillsborough County State Attorney Mark Ober to the meeting.

"Right now we do one-on-one interviews with teachers and background checks," Faliero said. "Is there something we can do to predict if someone will have this behavior?"

Police arrested Mary Jo Spack, 45, Thursday, saying she met a 17-year-old and an 18-year-old student at a liquor store last week, bought alcohol and went to the Howard Johnson Express motel on Fowler Avenue. Other students arrived and heard Spack and the 17-year-old having sex in the shower, according to police reports.

On March 13, Stephanie Ragusa, 28, was arrested and is facing charges that she had sex with a 14-year-old student from January to May 2007.

At the school board's last meeting on Tuesday, Ragusa was suspended without pay. School officials said Spack is suspended with pay. The school board, which meets again on April 15, can alter that status.

In addition to the most recent arrests, Middleton High School special education teacher Christina Butler was arrested on similar charges last year. Newsome High School soccer coach Ronnie Lewis was arrested on similar charges in January. Their cases, likewise, are ongoing.

This morning, Tampa police Lt. Ronald McMullen said investigators were "assuming" Spack has more victims. The department later clarified his statement by saying there is no evidence to suggest that there are more victims. Department spokeswoman Andrea Davis said that if there are other victims, they should contact police.

Spack, of Wesley Chapel, is married and has a 13-year-old daughter. Neither the 17-year-old nor the 18-year-old was her student, police said.

Spack has posted $8,500 bail on Thursday and been released pending trial. She could not be reached for comment.

I believe when Debra Lafaye committed this crime it was an act of stupidity. Now all the nuckle head teachers I believe are doing this for publicity, they wanna make headlines too. What's with these teachers!? They have to have mental issues to even want to have sex with a boy...most of them, at that age, don't even have good hygiene. The high school boys need to be held accountable as well, they are almost adults and know very well what they are doing. They only do it so that they can brag about it later.

How can these teachers live with themselves? Even before getting caught, how do you look at your children, husband, friends, family??? And then after - the embarassment they bring to their family - is it really worth losing your self-respect for a "romp in the shower with a little boy"????? The humiliation she has brought to her 13 year old daughter (breaks my heart) - yeah, I really hope it was worth it loser!

A 17 or 18 year old are not "victims"!!! They were not young girls who were raped. They were young men who obviously wanted this so they can brag about it and feel all big and bad about it cause they had an older woman! Far from victims! Was it wrong? Of course it WAS wrong! Maybe she did to make herself feel good about getting a younger guy but come you dumb a** women...make it LEGAL!!! I'm sure this wasnt the first time these boys had alcohol. Again...was it wrong? Absolutley! Now the 14 year old boy's story is way different because he's just 14! Although sad to say, kids that age are having sex willingly but that is sick for that teacher to do that!

Funny, anytime anyone on tbo.com brings up the oversexualization of our society in reference to a local hooker bust, strip club controversy or your basic "caught with pants down" story, he or she is immediately labeled as a "prude" or worse and showered with the typical, "mind your own business," "everyones enjoying sex but you" rhetoric. I don't think they'll have any trouble finding more victims out there and when they do, hopefully there will be more arrests. When you've had as many arrests for this crime as you have had in Tampa-there are more victims and perpetrators no one knows about.

This isn't about sex when it's between an adult and a kid. It's about power. Same as rapist. Just because the adult is a female and the minor a male doesn't make it sex, doesn't make it healthy. It is a form of rape. The kids may or may not like it, but a boy that age in that situation is not making a decision. He is acting on pressures, hidden fears of inadequacy, all sorts of things that can affect him later when it's over.
All those kids who were molested by priests and other adults have lifelong nightmarish issues. their lives are hurt badly.
Anyone who just assumes a teenage boy is mature enough to be acting willingly and knowingly in this kind of thing is really sick.
Just being male doesn't make you less of a victim.

School Board, when you have your meeting and try and see what you can do differently Consider this:
Do not hire someone who lies on their application.
Do not hire people who have been arrested before, even if they were not convicted, ( we all know a good lawyer gets you off)
Do not hire people who have drinking problems ( prior DUI)
Have everyone cleared by a physo doc
Make each Princispl responsible for their staff, if they are dressing wrong, or say things that are out of line. Then address it.

donttazemebro. I think your idealism is to be admired, but our society cannot fill the shoes of education with those standards. The examples you are giving of how teachers live is no doubt because of their spousal incomes or inheritances etc. Many people I know are educated with Masters degrees and barely make 45k a year as a teacher...in other fields with a Masters..you are looking at a 6 figure income. It is sad, but we pay our teachers so little, that it is difficult to put such firm restrictions on the hiring or there would be NOBODY to teach. I wouldn't do it for what they get paid.
On another subject...I have to agree with a lot of comments that 17/18 year old boys are not victims, especially if this was NOT their actual teacher and she had no influence on their grades or anything else. It was hormones and bragging rights for them. Should the teacher get fired??? Yes, if she is guilty as that is a no-no. Charged with giving alcohol to minors..yes. Charged with sexual offences??? NO. Huge difference between 14 and 17. Think about your own kids when you decide which age is responsible for their own sexual decisions. Many 17/18 yr olds are already married, parents, and in military. There are differences.

If our society promotes gender equality (i.e. equal wages, equal responsibilities, equal respect) then the law should not differentiate cases like these from those with male teachers. Frankly, I could not do the job on a high school level because of the make up of the kids today. Not talking about the face make up, but the way they think,carry themselves and talk. Be it man or woman these teachers are human and in most cases young and we as parents are not making life any easier. We want our child looking the best, having the best and dressing the best. But what we forget is that they are going out in a public where everything is fair game. Sometime when you past a school it is hard to tell who's the teacher, the kid or the parent. It must start at home. The world has gone wild.

I'm sure I'll tick off a lot of feminists with this remark, but here it goes........I'm going to qualify it though, because all men and women are not the same.....MOST men and women view sexual relations completely differently. The issue is not whether this was rape or consensual sex...it was obviously consensual. The issue is that these students are legally incapable of consenting. Obviously they are incapable of making sound judgments, and were just looking for a good time. A good time for students should not involve being preyed upon by a predatory teacher in a position of trust.

Stop for just one moment. Consider the fact that all you have been fed is from the media, who sells what? Stories. Not denying wrong doing here, but what I am saying is -- the majority of you sound like you are on JUDGEMENT rapage/lynch mob when the truth is, although there is blatently some wrong doing that deserves a fair trial and CONSEQUENCES.. you REALLY don't know what happened. Yes, liquor store & hotel = VERY BAD choices -- But what if - just what if -- those 3 kids that say what they heard in the bath room was something more along the lines of someone getting sick, or goofing around. I am not defending - just trying to open some of you JUDGES to open you minds and consider that this may not completely be true. I was once a 17 year old, I clearly remember how rumors exploded into something far from reality - in fact, I know many grow adults that still do it. Open your mind. Oh, and grow up -- stop judging appearances, seriously.

This is such a waste of time, at 17 or 18 they are not a victim, in any way what so ever, the sex was consensual, they were old enough to know what they were doing. If the 17 year old robbed a store and shot someone he would be called an adult, and tried as such, and NOT ONE OF YOU WOULD SAY IT WAS WRONG!!

As a teacher we all would like to see her have better judgment, but to arrest her?? I think thats a little too much.

Should she be fired? yes, should she be charged with anything? Yes, but only cause she gave them alcohol.

I'm 38 y/o and when I look at my high school yearbook, not one of my teachers were HOT! In fact, they looked like the sleestack above. If you look at today's teachers, many of them coming right out of college and HOT! It is going to happen. Todays teachers are younger! Nothing more and nothing less! Go look at your yearbook and see for yourself.

91stormvet, I'm 38 as well and yes, I did look in my yearbook. What I saw was truly frightening! I can't recall a single teacher I would have banged, let alone given a second look. Now, if I had teachers who looked like some of them do today... Well, that's a whole other story!

jason-barclay is right..Its not an issue of if it was consenual..he was a minor, and she abused her power..heck even if he was 18, a teacher she never have sex with a student.

17/18 yo is consensual, and there are plenty of people all over the USA and the world in all jobs and walks of life, that abuse both power and trust. I have been disillusioned many times in my life, by those that we hold above others and to a higher standard, and they will always fail us.

As for this particular situation, the math adds up for me. A woman's sexual peak of 45 happens to coincide with a man's at 18, so that equals a romp in the shower, with braggadocio and consequences to follow.

I'm empathetic for her family, but they long ago knew what she was like, it was just a long-held secret, and now it's public fodder.

The guy was 17, hardly a child. But I do feel for her daughter though. Public school kids are heartless, that poor girl is going through hell without a doubt.

In 12 years that it took to get my HS diploma, 2 years ADN, 2 for BS, and forever for my graduate degree- the ONLY looker I can remember- was WHEN I was 6. It went straight down hill from there. Just as a side note- she is now 55-- and boys she is still a looker.

These are just symptoms of our societies sickness. No one should have to take responsibility for anything, lets blame it on someone else. The problem here is that we have placed too much trust in raising and educating our children in other people so we can all go do other things for ourselves. We live in a I, Me, My society and we just don't have time to be responsible for raising our children so this is what we get for the millions and millions we spend for public education. Even if convicted of anything its highly unlikely that these teachers will recieve any punishment and if put on a "list" they still have more rights than you do. Its really the parents who is the big loser. To be honest I doubt there are really that many people who even think this is a big deal as long as it doesn't happen to one of their kids.

I don't know why this particularly surprises anyone.

These deviants go to schools, churches and other places where children are at the mercy of adults other than their parents. Think about it. If YOU were a child molester and wanted a "target rich environment", where would YOU go?

What we need are psychological screenings of these people that specifically target sexual deviants.
