ST. PETERSBURG - Family and friends of a woman killed sleeping in a car this morning say they are in shock.
Police identified the woman as Angela Burgess, 32. She died at the scene from multiple gunshot wounds, the 13th homicide in the city this year.
Police said the shooting does not appear to be random and that Burgess may have been the intended target.
Burgess' mother-in-law, Cynthia Woods, was at the crime scene this morning, her voice soft as she talked about how this is the second time her family has been touched by this kind of violence. Her son, Calvin, was shot dead three years ago.
"You see it -- one more in the neighborhood," Woods said. "I feel the police need to do more to get the guns off the street. When every time you turn around someone you know personally is getting killed, it's just like a way of life. That's sad."
Burgess was sleeping in a car in the 2800 block of Pallanza Drive South about 5:15 this morning while she waited for an acquaintance to finish fishing on the north edge of Lake Maggiore, police spokesman Bill Proffitt said.
The fisherman, who is not being identified because the shooter has not been arrested, told police he had been fishing all night. He said a car dropped off Burgess about 4 a.m., an hour before the shooting. She climbed into his car to wait for him to finish fishing so he could driver her home, Proffitt said.
Investigators say a man carrying a high-powered semiautomatic rifle approached the scene by walking between houses on the south side of Pallanza. The shooter fired several rounds at the fisherman, who dove into the lake, then at the vehicle.
A bullet pierced the front passenger door, and the passenger-side window was shattered, Proffitt said. Burgess died at the scene.
"We believe the woman might have been the primary target in the shooting and that perhaps the fisherman simply was not in the right place at the right time," Proffitt said.
The man fishing was struck in the lower body and also may have a shoulder injury. He was taken to a local hospital.
The shooter fled to the south-southwest. Authorities have not identified him and say they do not have a good description.
Neighbors said they heard several shots fired in rapid succession. Family members and friends gathered near the shooting scene this morning, holding each other or crying on their cell phones.
"She was such a happy person," Woods said of Burgess. "Outgoing, free-spirited. She didn't bother anybody."
Others in the crowd were angry. One woman repeatedly cried "No! No! No! No!" as she pounded her hands on a brick column in a front yard. A young man, thought to be Burgess's son, punched a Realtor sign outside a house, breaking it in two.
"They keep doing this because it's no consequence," Anthony Jackson said as he drove by the area. "This is just crazy."

I am so sick of this crap going on. What is wrong with people. When I grew up it was tomatoes we threw at cars. And we got our a@@ beat for it and was grounded for a month.
We had guns hanging on the wall and in a gun cabinet. Never once did we even consider touching those guns. Why did'nt we touch the guns? I'll tell you why. We knew better. My Mom would have probably pistol whipped us.

Why do people ALWAYS say.... St. Pete no wonder! Then when it happens in Lakeland they always say... POLK COUNTY no wonder. I say wake up to those people because it is very UNFORTUNATE that crime does not have a specific area under attack that this kind of thing happens EVERYWHERE. You live in this area you hear more about ST.PETE and POLK COUNTY. Move somewhere else and you will hear it there too!!!! I'm going to say it, we have a problem here. Parts of St. Petersburg are some of the nicest in the country. Other parts are just purely ghetto. The high rises and newcomers who want to make this city some sort rich mans paradise are moving the less wealthy folk out and they are mad and striking back. Our mayor is a lawyer and a developer, need I say more. We need a leader who can bridge the economic gap and be able to listen to all the residents of this city or it is just going to get worse.

And so.....just whats wrong with that? I mean I'm not one of the rich kind of people, I have seen it happen, time and time again here in tampa. I even had to move after they built westchase, so I know what it's like. But I still see nothen wrong with it. It does help make the place better, and it makes more jobs, more schools, better schools, they pay more taxs, hell even just by spending more on the same stuff I do they pay more sales tax. They put more money into the city then the poor could/would.
So whats wrong with it???

The fact that this happened in So. Pete means zero. Just as much crime LIKE this happens all thru Tampa Bay, and you all know this. Unfortunately, there are enough ignorant people on these boards that will find every opp to bash St Pete when these incidents happen. Just like those that bash, Polk, Detriot, Liberty City etc... They simply like to stereotype and use these incidents to continue to do so.
MsStPete, your off with Baker, cos he has nothing to do with the local leaders in these communities that have done zero themselves to help get "ghetto-ed" areas some attention. Battlefield St Pete... I live about 1/2 a mile south from there in a nice area.
As far as crime goes: National average is put at 100. If you average all the major cities. St Pete "and" Tampa has a rating of 385. I moved here from Wichita Ks., 158. And don't tell me all these bad people moved here. Look them up. Most of them came from here. I've lived in several states and "This State Has the Worst Drivers In The U.S.". Don't blame others for the stupid people that live here....

Here's my thing ...
Nobody has any respect for human life anymore. I don't know where and when this started, but it trickles down to high school kids and even younger who get into fights. Fights happen. ALways have always will. Problem is, these days nobody fights one-on-one anymore - it's all about jumping people or coming back with weapons.
Bottom line? This country is soft, soft, soft ... there are very few real men and women growing up these days ... and EVERYTHING is somebody ELSE'S fault!
Unfortunately, we might just have to wait this generation out and hold out hope for the next wave of up-and-comers, scary as that may be.

ok, ok, I get your points and agree to a certain extent. I am all for progress, but when elected official spend more time and money trying to build up the waterfront and not address a real issue of crime (solving and prevention) this situation of violent crime in St. Petersburg is going to increase. Does anyone remember the riots in 96? Good citizens were targeted and were terrorized. I'm not sure our police department is being given the resources to address the lawlessness that is becoming ever so common. I just don't agree that our city government spending more and more money and time on high rises, stadiums and attracting the high dollar investors, is going to help this city if the criminals are allowed to continue on without severe repercussions. All this progress will be for nothing if no one can even go downtown without being robbed let alone live there. And just because the majority of the violent crime is on the south side, don't think that will not move north.

IF the mayor doesn't attract "new money" to St Pete, so they can spend they're loot in the cities economy then he's a failure.
If he focuses to heavy on the "ghetto" and "rough areas", then he's labeled a liberal and socialist by all the well-to-do uppity types that don't understand the dilemmas in these trouble areas or could care less about bashing WHOLE cities with nasty negative comments.

It's been proven time after time that no amount of money will get rid of problems in the "ghetto". There are a certain amount of people that are content to do drugs, kill each other, spit out kids, pick up the cheese check, etc. It's not that people don't care, it's that most taxpayers have been around long enough to say enough is enough. This is just a sad cycle that continues. Yes there are ghettos and it is hard to break free, but people do it everyday. The picture shown seems to be the same as her mug shot on the arrest inquiry website. I have stated before that I work with people either being released from jail or on their way to prison. If you don't have a stable environment to return to, what do you think their chances of changing their lifestyle is? Do you hire ex-felons? If not you are not a part of the solution. Giving people a second chance can give you some of your most productive workers, just start slowly so they can prove themselves before they are given positions of greater responsibilities.

AMEN, but lets not forget when they leave the store they get into that $50 chevy with $10,000 worth of 28" rims that have the car jacked up so high she needs a step stool just to open the door.

Have the food stamps helped? Did they give them the chance to get there life together? yes it did, did they NO,NOPE, NADA, they just sit around selling drugs, buying rims and guns, and having more and more kids, to get a bigger check.
It is a wase of money,time, and land.
The money spent in one month of food stamps, could easly help the schools. Or it could help to train the cops(lord knows they need it!) so they are a lttle more then just a paid gang of "thugs with a badge". The money could go to help The people who have earned it, who have done some good. Instead of giving it the people who don't even WANT to live a normal life.
Look at it this way they get all the breaks, they get near free housing, free food, free schooling, free this or that, and they don't do anything with it. They just waste it knowing it will be there next month.
Yet you or I work hard, can't pay for ferther schooling, can hardly pay the rent or proprty taxs, and have to pay the taxs to give them there free ride.
Something doesn't sound right about that to me.

I too see the how top foods are paid with their "food stamp debit card" and it just pisses me off. In the meantime, hard working people know that ground beef is going to be the cut of beef for the month..not prime rib!

There's more to this story, something's fishy here. Did they interview the bream and crappie? Burgess had a mother in law implying that she was married but she is sleeping in another dude's car while he is freshwater fishing at 4:00 AM? Where be the husband?

Hey, not all is bad......1 less POS felon on the street. That picture is from her first arrest, a misdemeanor ; the second was a felony for robbery. The shooter actually preformed a public service and I would also bet Mr. Fisherman has a rap sheet.

Here's one for you then...I pop a vein every time I hear about stoners that like to get high all the time, not go to work, and expect the public to understand that they weren't harming anyone by smokin out and enjoying themselves. They go on and on about victimless crime, and that it's from the earth nonsense.
Everyone knows that weed is pushed by drug cartels that murder people, and extort innocents users. They drive high endangering the lives of my family and others on the roads in they're tricked out cars with tinted windows and loud bass, steal electricity causing us all to see higher rates, plus now, weed is being used by those terrorists as currency to kill Americans. When caught these abusers always get off with a light legal penalty as well. Something doesn't sound right about that to me.

Sorry But I work 74 hrs a week min, so not sure who your talking about. My weed is NOT pushed by any "drug cartels that murder people" most of it is growen right here in Tampa. The only time I have weed in the car is when I'm on my way back from getting it, and that's only when I can't get it dropped off.
I can't say much about the tint or the bass, you might have me there, my personal car does have tint, and I jamm to some hard hitting bass everynight when I get HOME(no radio in the car yet). I drive a work truck 6 days a week to and from work , and I only have the radio that came with the truck, so there really isn't any loud bass there.
Sorry, but you seem to have read a few of my posts, so go back and read them again, you will see I think weed should only be done IN THE HOME!!!

This is yet one more reason why I moved out of St Pete. I use to live in an apt complex by the Skyway. When I lived there years ago - like the early 70's, it was awesome, but when I moved there in 2001, it was horrible. Not the complex - they kept that up, but driving home at night I had to drive through parts of the city (31st S?) and could see people running around doing drug deals at 3 a.m. in the morning. Then I found out that there were tons of burglaries going on in my complex - that never happened back in '71-'72 when I lived there. Thankfully I was able to get out of there and move to the unincorporated area far, far away from St Petersburg. By the way, today I am helping a friend move out of that part of town because since she moved in over there (less than 2 years), she has been burglarized over 4 times and can't walk down her street, especially at night.
And for pete's sake, all of the cop bashing here is amazing. Why don't you cop bashers get out there and patrol those streets and solve all of the problems if you have all of the answers. I'm sure you will be welcomed with open arms. Yeah sure you will, and good luck. Or, if you are really serious and not just mouthing off against the police because you got a well-deserved ticket, call SPPD and ask to do a ride-along with an officer - and take the tough hours, don't take a day shift (although I'm sure that is filled with problems, as well). See what their (the police officer's) life consists of and then you might understand why they can't solve anything. The police can't control how people choose to live 24/7.
And the police can't do anything about the guns on the streets over there (anywhere really, but we're talking about a specific area), if they did they would be accused of profiling or violating someone's Constitutional rights.
And besides all of the other stuff, St Pete police have NO backing from their administration. (No, I don't work there, I just read the many stories and can figure a few things out all by myself).

Well it ain't cool when people stereotype those that do use state resources such as food stamps, housing etc.. with the statements you made. I assume you consider yourself responsible with weed, and don't like being lumped in with the negativity that gets mentioned around it right?
Well guess what, and this may shock you, wait for it....there are many people using these resources that are embarassed that they have to but need a hand up and take it when they are given it. They don't abuse the system by buying cars, lobster etc.. either. But I guess cos you and GF don't seem them it makes it OK to bash them ALL.
Yes, I have read several of your posts. Thought you would understand that stereotypes do nobody any good. I will always cherish the initial misconceptions I had about you.

I do see your point.
As a pot smoker, I have to prove myself to others most the time. Prove I'm not one to lumpend in with the FEW bad pot heads, and the people who get food stamps COULD DO THE SAME, if they so wanted to.
I though they had passed some law that would cut them off after 2 years, but I hear of people who have had them for 10-20-30 years, and still get them. after two years of a free ride you really have no reason not to be abile to suport your self, and any kids you might have. Most of us do it with out the free ride.
