TAMPA - Howie Carroll, the embattled director of Hillsborough County's affordable housing office, has been demoted but will continue working for the county.
County Administrator Pat Bean said late Monday afternoon that she was relocating Carroll, and he will no longer be director of affordable housing. Bean said she doesn't know yet whether Carroll will continue to work in that office or another.
"I've got a whole lot of reorganization things I'm looking at right now, and I can't say he'll end up" in affordable housing, Bean said.
On May 8, four county commissioners said they had lost confidence in Carroll because of continued problems in the office, including the loss last year of $2 million in federal money.
Problems continued this past month when the U.S. Department of Housing and Urban Development threatened to make the county pay back $800,000 because it was spent rehabilitating several apartment complexes that were not guaranteed to remain affordable.
Several weeks ago, Bean put county Animal Services Director Bill Armstrong in charge of affordable housing on a temporary basis. She said the move was to give Carroll time to concentrate on resolving some of the problems brought to light by HUD audits.
