How to fill our prisons in 12 easy steps:
1. Abuse a child.
2. Leave him/her in the home to suffer further abuse; provide minimal services to the family. Let the abuse continue or take that child into foster care. Offer minimal/no services to family of origin.
3. Return the child to the home - where No. 1 is repeated.
4. Take the child back into foster care.
5. Repeat Nos. 3 and 4 a minimum of three or four times.
6. Don't make decisions for permanency - give parents one more chance to overcome the drug addiction, the propensity for violence, etc.
7. Repeat No. 6 over and over and over again.
8. Allow the child to age in the foster care system until he/she reaches beyond the preferred adoptable age of 5 or younger.
9. Discourage "regular" families from adopting by cutting off monthly subsidies.
10. Allow a child to "age out of foster care" with no further assistance - and, especially, no family support.
11. Let that child find love and support wherever he/she can - on the streets.
12. Go to jail, go directly to jail, do not pass go, do not ... Well, you get the picture.
