Regarding "U.S. Teaching Iraqis How to Spend Riches" (Nation+World, Oct. 25):

After reading the lead-in and the headlines I was laughing so hard I could hardly read the article itself.

It seems to me that their government has the surplus while ours has the deficit. Shouldn't they be teaching our bureaucrats how to handle money?
