Voters should make sure they receive both the page with the amendments as well as the page with the candidates.

9:45 a.m.: Ardythe Woods says she didn't want to cause a stir at Precinct 422 on West Waters Avenue in Hillsborough County this morning. But when she didn't get the second page of the ballot, she said she had no choice.
"I got there at about 6:30 a.m.," Woods said. "I was one of the first 200 or so people in line and there were problems with the machine and the workers were putting ballots into an emergency box."
But that was only the beginning of the problems, Woods said.
"I was filling out the dots and wondered where the rest of the ballot was," Woods said.
The second page -- containing referendum questions -- was missing.
"I am telling everyone to stop voting," she says. "They were looking at me like I am crazy."
Turns out Woods is not.
Six boxes, containing the second ballot page, were unopened, she says. Eventually, they were handed out to voters, but Woods said people who voted before she raised her hand are out of luck on the amendments.
After she pointed out the problem, Woods said a poll worker approached her.
"They asked if I want to be a volunteer," she said.
