10:41 p.m.: Hillsborough County elections officials now says the delay in tabulating early votes and precinct results is due to technical issues with the county's vote-counting system.
Kathy Harris, general counsel and chief of staff to elections supervisor Buddy Johnson, said the office was trying at 10:30 p.m. to get on a conference call with the technical staff of Premier Elections Systems, the company that provides the county's $6 million election system.
The system also had problems during the August primary. Company officials accepted blame for those problems.
As of 10:45 p.m., only 229 of 384 precincts had been counted.
Johnson continued to be absent from the elections office on Falkenburg Road, despite the problems.
