Tampa Man With Fence On Pickup Charged With DUI

TAMPA - Police charged a Tampa man with driving under the influence Tuesday night after he drove on Dale Mabry Highway with a large section of chain-link fence attached to his truck.

Joseph David Holland, 34, was arrested at 10:55 p.m. near Dale Mabry and Gandy Boulevard.

Officers said he smelled of alcohol and had bloodshot, watery, glassy eyes and slurred speech. He showed signs of impairment while performing field sobriety exercises, police said.

He refused to have his blood-alcohol tested, according to the Hillsborough County Jail Web site.

Before his arrest, Holland was at 3616 W. Iowa Ave., where police say he struck a 39-year-old woman in the face with his palm, bruising her eye. Holland and the woman are not dating or in a romantic relationship, police say, and she declined medical treatment.

Holland later backed into the woman's fence, dragging a large chunk of it behind his truck. She saw the vehicle strike the fence and identified Holland as the driver, officers say. Holland did not report the crash or notify the victim.

The woman told police she and Holland had broken up months ago and he lives with his new girlfriend, a police report states. She said Holland came over to her home drunk and wanting to get back together with her, but she refused his advances and was struck as a result, according to the report.

In addition to the DUI charge, Holland was charged with DUI with property damage, leaving the scene of a crash with property damage and battery.

He remained in Orient Road Jail today. His bail was set at $1,750.
