Ex-Mayor Greco Faces Fine For Late Financial Report

TAMPA - Former Mayor Dick Greco is facing a fine from the state Commission on Ethics for filing a late financial report as a board member of a community development district.

While serving on the Independence Park CDD, Greco was a year late filing his annual financial disclosure report for 2006 and the commission slapped a $775 fine on him.

Greco eventually submitted the required paperwork but appealed the fine, claiming a part-time employee in his office had misplaced a delinquency notice mailed to him.

But the ethics commission staff isn't buying his excuse.

"It appears that you would have had ample opportunity to receive the delinquency notice and to satisfy your financial disclosure obligation," staff attorney Daniel Carlton wrote in an April 10 letter to Greco, asking him to explain when he received the FEC notice.

To date, Greco has not responded to that letter, Carlton said.

Because of that, the commission staff is recommending denial of his appeal.

Greco could not be reached Friday.

The matter will be taken up at an Oct. 17 commission meeting in Tallahassee, when the nine-member board could vote to accept the staff recommendation or waive the fine.

Greco served as Tampa mayor from 1967 to 1974 and from 1995 to 2003. He is now executive vice president of Lindell Properties, the Tampa-based development company that is developing Independence Park, a mixed-use office, retail and housing project.
