TAMPA - Three men face criminal charges in a scheme to sell stolen gas to motorists, Tampa police said.

Kelson Clement, Evans Louis and Emmanuel Delly overrode the gas pumps at several Hess stations so they could pump gas without paying, police said Tuesday.

The men then arranged to meet with customers to fill up their tanks at a discounted rate: $20 for cars and $40 for trucks and sport utility vehicles, police said.

Investigators estimate the men pumped nearly 2,000 gallons of gas valued at more than $6,500. Police are looking into whether the men used the scheme at other stations.

Clement, Louis and Delly each are charged with felony organized fraud.

According to an affidavit, Clement pumped 16 gallons of premium gasoline for an undercover officer in exchange for $40, but the gas was worth $62.

Clement, 25, of Tampa and Delly, 30, of Immokalee, were released from the Orient Road Jail on Tuesday after posting $2,000 bail each. Louis, 26, of no known address, was held without bail on a warrant on an unrelated charge.

Man Faces New Porn Charges

A Gibsonton man arrested in June for trying to solicit sex with an underage girl online was charged on Monday with 100 counts of possession of child pornography, the Hillsborough County Sheriff's Office said.

Investigators analyzed Carl Minerd Cocking's computer and found 100 images of child pornography, sheriff's spokeswoman Debbie Carter said.

Cocking, 35, was held on $250,000 bail Tuesday at Orient Road Jail.

Man Jailed After Armed Robbery

Police charged a man with kidnapping and armed robbery, saying he and another man bound and robbed three people at a Howard Johnson hotel last week.

Emmanuel Diaz, 26, of Tampa, was held without bail at Orient Road Jail on Tuesday. He was arrested Monday.

Diaz and another man accosted three people at the Howard Johnson at 2055 N. Dale Mabry Highway about 4:50 a.m. Friday, according to an affidavit.

The other man is not identified in the affidavit.

Driver Crashes Into Building

Clearwater police are looking for the driver of a red pickup that crashed into the side of a building Tuesday night, kept going and crashed a second time after a police pursuit.

The driver ran from the second crash scene at Pierce Street and Martin Luther King Jr. Avenue in Clearwater. The man might be connected to an armed carjacking that occurred minutes before the 9 p.m. crash, police said.

A female passenger in the truck was taken by medical helicopter to Bayfront Medical Center, Clearwater police and fire spokeswoman Joelle Castelli said in a statement.
