TAMPA - It's experience versus change in the state House District 57 race.

Three-term Republican incumbent Faye Culp faces first-time Democratic candidate Yvonne Yolie Capin. The district covers South Tampa and portions of Town 'N Country and Westchase.

Capin says Culp has a weak record of accomplishment after six years in a Republican-controlled Legislature.

"People are dissatisfied in general with things in this state," said Capin, who worked on campaigns for Tampa City Councilwoman Mary Mulhern and 2004 presidential candidate John Kerry.

She says insurance, property tax relief, job creation, education and clean water protection should be priorities.

"It just isn't happening," she said.

Capin supports a tax on Internet sales to generate state revenue, saying the lack of such a tax puts local businesses that pay rent and property taxes at a disadvantage.

Culp says a fourth term will give her seniority.

"I will be closer to the leadership of the House than ever before," she said.

Culp wants more programs to provide affordable housing to the homeless. She also wants tougher sentences for people convicted of animal cruelty.

Culp wants to lessen the paperwork required of teachers, saying it "is such a strong deterrent to doing a good job."

PROFESSIONAL EXPERIENCE: Former teacher in Atlanta; worked for IBM in San Francisco and Poughkeepsie, N.Y.; worked in real estate in Hillsborough County.

EDUCATION: Leto High School graduate; attended Hillsborough Community College and University of Tampa.

PROFESSIONAL EXPERIENCE: With her husband, Juan, operated jewelry business and owns a small strip center, 7536 N. Dale Mabry Highway.
