ZEPHYRHILLS - Police Chief David Shears was sworn in Monday night after the city council unanimously endorsed his promotion from acting chief.
"True leaders come out during times of crisis," council President Luis Lopez said. "I have been impressed with the captain's performance and demeanor over these last few months."
Councilman Kenneth Compton questioned hiring a chief with no college degree, but he agreed that Shears had "the right stuff."
Shears, 45, joined the police department in 1992 - straight out of the police academy - and spent most of his career as a patrol officer and sergeant. He worked as a detective for a year and was promoted to captain in 2003.
He worked as an electrician before starting his career in law enforcement.
