TAMPA - A man who killed a Tampa police officer in 1981 and wounded another in an aborted drug bust was again found incompetent to be sentenced for his crimes.
Circuit Judge Ronald Ficarrotta found Carlos Bello, 55, incompetent under state law this morning.
Bello was convicted and sentenced to death in 1987 for the murder of Detective Gerald Rauft. The Florida Supreme Court upheld the conviction in 1991 but overturned the sentence. Bello has been found incompetent repeatedly for a new sentencing hearing.
Prosecutors say Bello refuses to take his medication, which causes the incompetence.
