Perhaps the cash for clunkers program should be replaced with a plan from Australia, a country with little to no oil but lots of natural gas.
Aussies ran their cars on gasoline just like in the United States. The Australian government decided to offer its citizens a $2,000 rebate toward changing their cars to run on compressed natural gas. When natural gas is used to power a vehicle, very little polution is produced, and no exotic technology is required.
I have friends in Australia who had this conversion done to both of their cars and report it works perfectly. With a flip of a switch, their cars go from running on petrol, what they call gasoline, to running on CNG. I believe this would be the quickest way to reduce our dependence on foreign oil and at the same time reduce harmful greenhouse gases.
As an added benefit this would create a whole new industry - putting people to work retrofitting the millions of cars already on the road.
