Tampa Bay Water's reputation is more than cracked and eroded with its second flawed project. The reservoir's foundation walls are a good analogy to the lack of fiscal responsibility by TBW's managers.
The commissioners of Hillsborough, Pinellas and Pasco counties should immediately put a moratorium on development until the taxpayers have a functional reservoir for storing and providing their drinking water. The damaged reservoir should be put on the backburner until the courts decide the cost of repairs and assign fault to the contractors.
Another reservoir could be built and operational in a cost-effective way while waiting for the settlement and repairs of this one.
