Stop drunks from taking the wheel

I was leaving Seminole Hard Rock Casino one night recently with my wife, about $200 lighter. On the elevator going to the parking garage was a young couple so drunk they had to hold each other up.
What came to my mind was who kept serving these people and how they could possibly drive when they could not walk. Hardly a day goes by when you don't hear about a tragedy involving drunk drivers. How about some undercover people working in these establishments that are so famous for drunken parties?
Someone needs to step up and protect our community at large.
