The Global Humanitarian Forum, a think tank led by former U.N. Secretary General Kofi Annan, calls climate change the greatest emerging humanitarian challenge in a report released ahead of global warming talks in Bonn, Germany, next week. The talks could lead to a new global treaty on cutting greenhouse gas emissions.
