Hillsborough County Commissioner Jim Norman's proposal to consolidate the water systems of Tampa, Plant City, Temple Terrace and the county could prove to be a pipe dream. It faces major and political hurdles.
But the idea, which Norman plans to present to the commission Wednesday, might save money, improve efficiency and give all local governments more water supply options.
It's worth a look.
Norman's plan would have the local governments pool their water and wastewater systems while establishing a representative board that would oversee the utilities. The arrangement would not affect the local governments' agreement with Tama Bay Water, which provides drinking water to Hillsborough, Pinellas and Pasco counties.
The focus would be on the water-delivery systems. Hillsborough Water Resources Services Director Paul Vanderploog says connecting the separate systems could improve service and increase water-supply options for all. Expenses would be shared.
But he acknowledges while the concept is appealing, the details, such as arranging compensation for member governments' various assets, could be vexing.
There is a lot to consider, including whether other governments are even interested. But consolidating services should be pursued wherever it's feasible. Local officials should go slow but explore the idea.
