Some owners were allowed to install carpet on the walks of their building. Our building is now going to be painted and weatherproofed. The board is requiring that the owners have the carpet removed at their expense. The board says that the carpet is not in compliance with Florida law. Who is now responsible for the cost of removing the carpet?

Coverings such as carpet and tile on walkways and balconies that are exposed to the elements cause damage to the underlying concrete over time. Engineers and building restoration companies recommend that only special waterproofing compounds be used on concrete surfaces. If owners modify common areas, they must remove the modification at their expense.
Is there a requirement that a board of directors must meet every month? Our documents require one meeting a year. We have at least nine board meetings a year.
Also, does a board member have to be a year-round resident?

Normally, documents don't require a specific number of board meetings, and a correctly managed association does not need to meet each month.
I once managed an association that had one board meeting a year. But each month I gave the board a written one-page management report and the financial report. If board members had any questions or suggestions, they sent me a memo.
If an emergency came up, we would call a board meeting to discuss and resolve the situation.
No, there is no requirement for a director to live in the community or even be a member of the association.
