Hillsborough County Administrator Pat Bean does not seem to understand the intertwined concepts of propriety, economics and accountability to proper authority.
In two recent incidents involving taxpayer-funded raises, she has failed on at least these three important concepts rather miserably. No foundation was properly laid in either case, the difficult money issues were ignored and her bosses on the county commission were blind-sided. These incidents make any sensible person wonder what else is going on in violation of crucial public-servant principles.
Bean, it appears, needs to be watched very carefully. As a taxpayer I will be very interested in her next performance review.
