Pedestrian crossing Waters Avenue fatally struck by car

TAMPA - A 52-year-old female pedestrian was struck and killed by a Nissan Altima about 6:30 a.m. today in the 1200 block of West Waters Avenue, Tampa police said.
The vehicle's driver, 69-year-old Carlos Alquizar of Lutz, will not be cited, police said.
Alquizar had been heading west on Waters in the curb lane when he "felt and heard the car hit something and seconds later the victim hit the windshield," a Tampa Police Department news release states. "He stopped his vehicle and witnesses called police."
Debbie Gower, 52, of Tampa, was struck while walking northbound across Waters Avenue. She was not at a crosswalk, police say.
She was pronounced dead at St. Joseph's Hospital.
Police say officers detected alcohol on Gower's breath. An autopsy will determine if she had been impaired.
The westbound lanes on Waters between El Portal Drive and North Boulevard were closed for a few hours during the investigation.
