Pasco man charged in rape of disabled woman

SHADY HILLS - She was 24 but had the mental capacity of a child half her age, according to a Pasco sheriff's detective.

She can't read or write and has cerebral palsy and epilepsy, and someone took advantage of her, according to a sheriff's office report.

Kenneth Stephen Brown, 45, was arrested at his home Tuesday on a sexual battery warrant, accused of raping the "developmentally disabled" woman.

The abuse took place several times between January and June 2008, sheriff's office spokesman Kevin Doll said.

"The victim told someone," Doll said.

The woman has several physical and mental challenges. Her IQ is about 70, according to sheriff's office reports. Experts say the average IQ is about 100.

Prosecutors at the Pasco-Pinellas State Attorney's Office reviewed the case. On March 3, Circuit Judge Michael Andrews signed a warrant for Brown's arrest.

Brown, of 16916 Jetson Drive, is being held at the Land O' Lakes Jail with bail set at $200,000.

To protect the woman's identity, sheriff's officials didn't release details about where the acts took place and didn't say how Brown and the woman knew each other. She was not a random victim.
