Temple Terrace: Cameras bring drop in traffic violations

Traffic violations have dropped by 67 percent in the two years since the city began its red-light camera program at 56th Street and Fowler Avenue and 56th and Busch Boulevard.

"That's exactly what we were striving for," said City Manager Kim Leinbach. "And there have not been any accidents attributed to the red-light camera enforcement program."

The significant reduction is also the reason city council recently approved a new three-year contract with American Traffic Solutions, which operates the cameras. in accordance with the guidelines of a state statue on the subject that took effect July 1.

The contract is piggy-backed under Orange County's agreement with ATS and is renewable for two additional one-year extensions.

Leinbach said the new agreement, which replaces the contract signed in 2008, is a much better package in that it provides more options and protection for the city.

Leinbach also said the program is "revenue neutral," meaning the city will never pay more than it takes in. That's an important point, he said, because fewer violations means a reduction in revenue for the city.

Statistics show a total of 6,657 violation notices were issued in 2008, a period of just two and a half months after the program began in mid-October.

In 2009, 16,672 violations were given out and through June of this year, 4,820 violation notices were mailed. The numbers include violations for failing to come to a full stop prior to turning right on a red light.

Other intersections that are under consideration for the cameras are 56th Street and Riverhills Drive, 56th Street and Whiteway Drive, Fowler Avenue and Riverhills Drive, and Fowler and Gillette Avenue.

"There is no timeframe right now on when installation might occur," said city spokesman Mike Dunn.
