Just for Kids operator sees abuse charges dropped

The state will not prosecute a woman accused of inappropriately disciplining four children at the day care center she ran.

Prosecutors dropped four counts of child abuse against Dorothy Ann Sampson-Monroe, who operated Just for Kids on Busch Boulevard.

"After completing our investigation, carefully reviewing the facts and applying the applicable case law, the State's Attorney's Office has elected not to file criminal charges at this time," wrote Assistant State Attorney Rita Peters, head of the office's sex crimes and child abuse division.

Peters declined to elaborate on the Oct. 5 decision.

Sampson-Monroe, 48, could not be reached for comment.

She faces an unrelated misdemeanor worthless check charge. A status conference in that case is scheduled for Dec. 3.

When Sampson-Monroe was arrested in June, police said she had hit at least four children on the buttocks and legs and at least two children in the face.

Hillsborough County officials closed the day care in June after the woman listed as the owner on the license application said she wasn't involved with the business.

The center has since been sold and reopened, said Linda Stoller, manager of the county's child care licensing program.

Stoller said Sampson-Monroe hasn't applied for any new licenses.

"As far as we are concerned, the matter is closed," she said.
