Police today arrested the driver of a car that crashed into a concrete wall on Davis Islands in November and seriously injured a backseat passenger.
Blood was drawn from Michael Louis-Fernand, a 20-year-old University of Tampa student, on the night of the crash, police said. After results of those tests were returned this week, detectives charged Louis-Fernand with driving under the influence with serious bodily injury.
Seriously injured was fellow student Michelle Sams, 20, who suffered a lacerated liver and a broken back. Another student, Jorge Jimenez, was in the car as well. He and Louis-Fernand were treated for
minor injuries and released. All three students lived on campus at the time.
Louis-Fernand was charged today at police headquarters in downtown Tampa.
Police said Louis-Fernand was driving a 2009 Volkswagen south on West Davis Boulevard at a high rate of speed. He lost control, drove off the pavement and plowed through a concrete wall and nearly struck a home on Erie Avenue, police said. Sams was in the back seat of the car at the time.
The results of the blood-alcohol tests showed that Louis-Fernand had a level of .139 and .140, police said. In Florida, a driver is considered impaired with a level of .08 or higher.
