SOUTH TAMPA On Feb. 17, the Ballast Point PTA presented certificates of appreciation to Ashley Heuser, Patty Ray and Terry Seckar-Rondeau in recognition of their dedication and contributions to the education and well-being of Ballast Point Elementary pupils. The awards were presented on the school's morning show. Heuser was named teacher of the year; Ray was named non-instructional employee of the year; and Seckar-Rondeau was the Ida Baker recipient.
