Because of the extreme heat of Florida, should cross country runners in Hillsborough County schools be exempt from the district dress code policy requiring shirts in training sessions and events? Coaches who do not enforce the rule are facing insubordination charges, according to Hillsborough athletic director Lanness Robinson.
