Spring Lake Improvement District (SLID) was set up by the state in 1971 in order to monitor and control water drainage of a 3,400-acre WCI development on the north side of Lake Istokpoga that had mostly fallen into disrepair when the air base was shut down. The directors were and are elected by the people of the district. Up until 2005, when the hurricanes hit, there was no real reason to think the drainage was inadequate. SEBRING — The so-called, and proud of it, "tree huggers" went for a win Tuesday at the Highlands County Board of Commissioners but came away with a tie, and the day for a decision on their proposed tax issue was pushed back for at least three weeks. The commissioners appeared close to voting to endorse the concept of putting a two/tenths of one mill, 20-year bond issue on the November ballot to raise more than $1 million a year to buy and preserve conservation lands before they are paved over. Commissioners were asked to endorse the idea and then, in the coming weeks, get all the details and research nailed down so that they could make a final decision about putting the issue on the ballot in July. ...more

SEBRING —Voters in Highlands County are almost certain to see a 2/10ths of one mill bond issue on the November ballot to raise funds for the purchase of conservation lands. If voters approve the measure, the $1 million which the bond issue would raise per year would draw matching dollars from the state's Florida Forever program to buy important conversation land before it can be developed. Highlands County Commissioner Don Bates said he will vote to put the proposed bond issue to bring in matching state conservation funds on the ballot in November. Bates also said it appears very likely that there will be enough votes on the five-member county commission to submit the issue to the voters. ...more
