TAMPA -- A former administrator at the University of South Florida is suing the vice president of Student Affairs, alleging discrimination, court papers say. Francis James Dragna, who was second-in-command in Student Affairs until October, filed a complaint in Hillsborough County Circuit Court on Friday.
