A 23-year-old Tampa man has been charged in a carjacking Tuesday in West Tampa. Police believe George Legrande, of 1802 E. 29th Ave., asked a 54-year-old Tampa man for a ride about 3:40 a.m., and the man agreed, an arrest report states.
