A man who caused a disturbance on a Delta flight from New York City to Tampa on Thursday was arrested after he scuffled at the gate with Tampa International Airport police, according to an affidavit. Robert M. Waugh, 32, of Brooklyn, N.Y., who told authorities he was an investment banker with Goldman Sachs, was charged with four counts of battery on a law enforcement officer and disorderly intoxication and resisting arrest.
