Parts of the Endangered Species Act may soon be extinct. The Bush administration wants federal agencies to decide for themselves whether highways, dams, mines and other construction projects might harm endangered animals and plants. Regarding "Bay Area Tops For Lead Foot" (front page, Feb. 1): I have been driving for over 50 years on this country's highways and byways. I had never seen, nor been closely involved in, an accident or multiple-vehicle pileup until a year ago at the intersection of Interstate 75 and Fowler Avenue. Tampa drivers have a need for speed, at least when they hit Interstate 75. A report released Thursday says Tampa Bay area drivers have a heavier foot on "suburban/rural" highways, such as I-75, than drivers on the same type of roads in the seven other metro areas studied across the country. ...more
