A New Port Richey man was arrested Tuesday and charged with kidnapping and threatening to shoot to death the teen he blamed for a botched transaction, according to a Pasco County Sheriff's Office report. Keith R. Stokes, 45, was arrested on charges of armed kidnapping and aggravated battery with a firearm.
